Westtown Substation

LKB provided electrical, structural, civil/site preparation and environmental engineering/permitting for the design of a new electrical substation on an undeveloped parcel.

Work included design of steel supports, structures, caisson foundations, site drainage and site access roadways.

Electrical scope included protective relaying scheme, controls, and metering for the Westtown substation. Our electrical team designed the line primary and backup relay protection, and transformer and bus protection schemes, using microprocessor-based, multi-function protective relays. In addition, LKB prepared the interconnection wiring for the 69kV SF6 circuit breakers, circuit switchers, power transformers, relay and control panels, current and potential transformers, and metalclad switchgear.

LKB provided all wetland delineation and environmental review and permitting services for this project. The wetland delineation services entailed delineating all state and federal wetlands on the project site and producing detailed plans showing the wetland/upland boundaries. The environmental review services entailed assessing project impacts on critical environmental areas; wild, scenic, and recreational rivers; rare, threatened, and endangered species; agricultural areas, historic sites, scenic areas, hydric soils, aquifer protection areas, surface-water bodies, and mapped wetlands; as well as preparing Short and Full Environmental Assessment Forms, Visual Assessment Forms, and a New York State Public Service Commission Non-Article VII Report. The environmental permitting services entailed preparing all required state, federal and local permit applications for the project, and tracking the status of the regulatory agency reviews of the applications. Notably, LKB procured a client-specific general wetland permit from the state, which avoided having to obtain an individual wetland permit for work in or adjacent to a regulated wetland. In addition, LKB conducted a Noise Study for the electrical substation, including field measurement of noise levels, modeling of noise impacts and a detailed report of the findings.
