About this Project
The LKB engineering team provided engineering services to the Port Authority of NY & NJ to first evaluate, provide recommendations, and then produce design documents to rehabilitate the aging 15 KV infrastructure at Holland Tunnel.
A preliminary design was developed after extensive existing condition field surveys, existing design documentation review, and conceptual design coordination with Port Authority engineering. LKB acted as the liaison between Port Authority, PSEG and ConEd engineering staff for the approval of this preliminary design.
Final design documents included the removal and installation of drawings for the 15 KV equipment such as switchgears, disconnect switches, cable and conduit, and modified utility service and metering. Since this system is fed by multiple feeders from two different utilities, an intricate construction staging plan was developed to keep the tunnel operational during all phases of construction. LKB was responsible for getting all pertinent parties such as Port Authority engineering, Port Authority facilities, PSEG, and ConEd on the same page for the approval of this final design.
Construction documents included design drawings such as; one-line drawings, three-line drawings, kirk key interlock schemes, control schematics, cable and conduit routing and riser diagrams. The design drawings were supplemented by additional construction documents such as; project manual, equipment specifications, equipment testing procedures, testing requirements before energization, utility fault current and protection data, and equipment acceptance testing procedures.
The electrical engineering department at LKB was supported by our in-house civil, structural, environmental, and construction departments. The advantage of having multi-discipline engineering knowledge and expertise available was invaluable during all phases of this design project.
LKB also discussed future medium voltage infrastructure improvement projects (not included in this design) with Port Authority during the conceptual, preliminary, and final design phases of this project and provided engineering recommendations. Some of these recommendations have resulted in successful medium voltage infrastructure improvements at Holland Tunnel.
