About this Project

Since 2009, LKB has been providing all post-closure oversight and consulting services for these two New York City landfills, which total 400 acres in area, and has received the highest possible performance rating and contract extensions from the City. LKB’s services on these two adjacent sites include: oversight of the operation, maintenance and monitoring contractor, coordination with state and federal regulatory agencies, preparation of new contracts, database management, community participation and public outreach, and landfill security. LKB efforts have led to both sites being reclassified from Class 2 sites to Class 4 sites by the NYSDEC, modernization of the post-closure monitoring and reporting procedures utilized at the sites, significant reductions in the scope of post-closure groundwater monitoring program at both sites, obtaining NYSDEC approval to bypass the groundwater/leachate pretreatment facility at Pennsylvania Avenue Landfill due to proven acceptable water quality, performance of greenhouse gas monitoring and reporting in compliance with 40 CFR Part 98 Subpart HH at Fountain Avenue Landfill, and development of an environmental database for both sites. LKB assisted the NYCDEP in designing and providing construction management services for a contract to repair damage incurred at both landfills from Hurricane Sandy. LKB is also providing engineering services to NYCDEP related to the New York State Office of Parks, Recreation and Historic Preservation’s efforts in transitioning the landfills into the Shirley Chisholm State Park which opened to the public in July 2019.
