Alternative Remedial Approach Minimizes PCB Management Costs

This site, a manufacturer of paper products located on the Hudson River, consisted of a complex of various industrial, warehouse, and office structures constructed at various times since the late 1800s. From the 1930s through the 1960s, an area of the site was filled with river sediments impacted with polychlorinated biphenyls (PCBs) and other contaminants from upgradient manufacturing facility sources.

The owner was in the midst of an expansion project and faced with a construction schedule that could not be delayed due to product manufacturing obligations. The existing “large firm” environmental consultant had recommended a comprehensive remediation plan under the Toxic Substance Control Act (TSCA) at a cost of approximately $5 MM.

VERTEX was engaged by the owner to provide a strategic plan and negotiate time-sensitive closure strategies with the New York State Department of Environmental Conservation (NYSDEC) and the US Environmental Protection Agency (USEPA). VERTEX performed detailed and geologic research and conducted a subsurface investigation to demonstrate that the fill materials came to be located at the site through deposition from the Hudson River prior to TSCA. VERTEX successfully negotiated a plan with NYSDEC and USEPA to conduct hot spot remedial activities and capping measures to manage impacted soils. As a further cost-saving measure, VERTEX assisted in a revised construction plan that allowed for the buildings to be built on piles rather than spread footings to decrease the amount of export soils. A cost savings of approximately $4.5 MM was realized due to the successful negotiations and revised construction plan and the project was delivered on time.
