Newspaper Production Company Redevelopment

This 32-acre project site includes an approximately 523,000 square foot former manufacturing building, a wastewater treatment plant (WWTP), and several additional out-buildings, which was formerly occupied by a large newspaper production company for printing, packaging, shipping, and administrative functions.

VERTEX assisted our client with pre-acquisition due diligence services including a Phase I Environmental Site Assessment (ESA), Phase II Limited Subsurface Investigation (LSI), and a Pre-Demolition Hazardous Materials Survey. Based on the findings of these investigations, VERTEX provided the client with recommendations and cost estimates to complete additional work at the site.

Following the purchase of the site, VERTEX has assisted the client with pre-demolition services in support of the decommissioning and demolition of the on-site WWTP, which functioned to treat all industrial and sanitary wastewater from the facility for greater than
40 years.

To assist with the decommissioning/demolition of the WWTP, VERTEX has been retained as the engineer of record and has performed an Assessment of Needs to determine the needs and timelines to properly close the WWTP while staying in compliance with the existing permit; Pre-Demolition Sampling to understand the site conditions to properly structure bid specifications for the decommissioning/demolition; and prepared abatement and demolition specifications for hiring a contractor.

VERTEX is also working with the client and the Suffolk County Department of Health Services (SCDHS) to investigate, remediate, and close greater than 150 dry wells and 29 leaching pool structures associated with stormwater and wastewater discharges. Ongoing activities include sampling and remediation of metals and petroleum-contaminated sludge/sediment to satisfy the SCDHS prior to abandonment of the structures and redevelopment of the site. This has included sampling greater than 50 wastewater and stormwater leaching structures to determine the extent of impact from historical discharges. Remediation of these structures will include removal of sludge and sediment, post-excavation sampling, and off-site disposal estimated to be greater than 800 tons of impacted material.

In addition, VERTEX is working with the client and the New York State Department of Environmental Conservation (NYSDEC) for acceptance into the New York State Brownfields Cleanup Program (BCP). If accepted, tax credits will be provided to the client to assist in offsetting the costs for investigation and remediation of contaminated media.
